Presentation of NCTS-TIR Declaration
In order to facilitate presentation of declarations and make it easier for operators to meet their tax obligations, the Tax Agency's Customs and Excise Duties Department offers taxpayers the possibility of presenting their customs declarations online.
By using a Telecommunications system, and using the EDIFACT standard, the telematic presentation of NCTS-TIR Merchandise Declarations is possible.
Procedure
To benefit from the system it is necessary to have authorization from the Department of Customs and Excise Taxes, as detailed in the corresponding Orders (Order of 11-21-2000 and Order of 7-27-1995), for which it is necessary to submit the corresponding application before the customs office where the operator usually goes to carry out his foreign trade operations.
The telematic transmission of file EDIFACT /CUSDEC is carried out through the Internet, with the only requirement of being in possession of a User Certificate (electronic signature) granted by one of the Certification Authorities in accordance with Order HAC/1181/2003.
It is possible to know the status of a customs declaration sent electronically, as long as it has been received in the customs information system. To access the query it is necessary to have installed a valid user certificate issued by one of the Certification Authorities according to Order HAC/11881/2003. For security purposes, only tax returns filed by the holder of the certificate can be viewed.
The system establishes the possibility of sending the declaration through messages EDIFACT /CUSDEC. The Technical Guide for the preparation of the NCTS-TIR Merchandise Declaration message (CUDEC message with CUSRES response), can be downloaded in PDF format.
