I.4.2.1. Introduction

Article 226, section 3, and article 227, section 2, of the CAU

In addition to the common transit procedure and the internal and external transit procedures of the Union, the following procedures are also used.

  • TIR regime;

  • regime based on ATA Carnets;

  • regime established by virtue of the Rhenish Manifesto;

  • NATO regime for the movement of goods;

  • transit regime for postal items.

He TIR regime It uses an international guarantee system based on a network of national guarantee associations, unlike the common transit and Union transit regimes (information relating to the TIR regime is set out in section I.4.2.2 and in Part IX).

He regime based on ATA Carnets It is similar to the TIR, although its use is restricted to certain categories of goods (information relating to ATA is included in section I.4.2.3).

He regime established by virtue of the Rhenish Manifesto It applies to the inland waterway transport of non-Union goods on the Rhine and its tributaries (information relating to the regime established under the Rhenish Manifest is set out in section I.4.2.4).

He NATO merchandise circulation regime applies to goods transported by NATO forces (information relating to the NATO goods movement regime is provided in section I.4.2.5).

He transit regime for postal items It applies to goods sent by post (information relating to the transit regime of postal items is included in section I.4.2.6).

The Union external transit procedure also applies when goods are exported from the Union to a third country and moved within the customs territory of the Union under a TIR operation or a transit procedure in accordance with the ATA Convention or the Istanbul Convention.
