I.4.2.3.1. Background and legislation

The legal basis for this regime is the ATA Convention and the Convention on Temporary Importation (also known as the "Istanbul Convention").

The 1961 ATA Convention remains in force and currently has 63 Contracting Parties.

The Istanbul Convention, originally intended to replace the ATA Convention, was formalized in Istanbul on June 26, 1990, under the auspices of the Customs Cooperation Council, the former name of the World Customs Organization (WCO). The Convention is managed by an Administrative Committee and currently has 69 Contracting Parties.

The regulations governing the use of an ATA Carnet within the Union are set out in Articles 283 and 284 of the AE.
