I.4.2.4.2. Description of the regime

The transit regime under the Rhine Manifesto allows river traffic on the Rhine and its tributaries to cross national borders.

The Mannheim Convention applies to the following countries bordering the Rhine: Netherlands, Belgium, Germany, France and Switzerland. For the purposes of the Convention, these countries are considered to form a single territory.

Article 9 of the Convention establishes that, whenever a vessel navigates the Rhine without loading or unloading in the territory of said countries, it may navigate without being subject to customs control.

Where appropriate, the transit procedure under the Rhenish Manifest may be used as a transit declaration for the Union transit procedure.
