III.3.3.2.2. Use of T2L-T2LF documents, invoices or transport documents issued by an authorized issuer

CUSTOMS

Customs will stamp and sign in advance:

• the front of invoices or transport documents; or
• box "C. Customs office of departure» on the front of the T2L/T2LF documents and, where applicable, the supplementary sheets.

The signature of the customs official in charge of pre-authentication may not be handwritten and the customs seal may be pre-printed if pre-authentication is centralized in a single customs authority.

ECONOMIC OPERATORS

The authorized issuer will stamp a special seal:

• on the front of invoices or transport documents; or
• in box "C. Customs office of departure» on the front of the T2L/T2LF documents and, where applicable, the supplementary sheets.

The stamp may be pre-printed on the forms provided that such printing is entrusted to a printing house authorized for this purpose. Boxes 1 and 2 and 4 to 6 of the special stamp must be completed with the following information:

• shield or any other sign or letter that characterizes the country,
• competent customs office,
• date,
• authorized issuer, and
• authorization number.

Note: The preprinting of the stamp must be authorized by the competent authorities of the country where the authorized issuer is established and not by the authorities of the country where the printing house is established.

ECONOMIC OPERATORS

Before the goods are dispatched, the authorized issuer must complete and sign the form, stating:

• a clearly identifiable space in the commercial document, or
• box "D. "Control by the customs office of departure" of the T2L/T2LF documents and, where applicable, the supplementary sheets,

the following data:

• the name of the competent customs office;
• the date of completion of the document and the signature of the authorized issuer; and
• one of the following mentions:

The authorized issuer must:
— make a copy of each extended test;
— submit copies to customs in accordance with the provisions of the authorizations for control purposes; and
— keep them for a minimum of three years.

ECONOMIC OPERATORS
Before the goods are dispatched, the authorized issuer must complete and sign the form as indicated in the "Economic Operators" box above, except for the following points.
T2L/T2LF documents or commercial documents must include one of the following statements instead of the authorized issuer's signature:
