III.3.3.3. Titles (TC32)
The titles are issued by a guarantor and provided to the persons who intend to become holders of the scheme. The guarantor may combine the title with a control stub and, if applicable, a receipt.
The absence of the title holder's signature on the title does not affect its validity, and the guarantor's signature on the title does not necessarily have to be handwritten.
Each title covers an amount of 10,000 euros, for which the guarantor is responsible. The validity period of a title will be one year from the date of issue.
All titles must be registered with the GUM and, for each one, the customs office of guarantee will communicate the following information to the holder of the regime:
- a GRN;
- an access code associated with that number.
The holder of the regime may not modify said access code.
When a customs declaration is submitted, it must contain this number and the access code for each title. The customs office of departure will verify the existence and validity of the guarantee in the system.
A declarant presents at the customs office of departure a series of titles, each corresponding to an amount of 10,000 euros, to cover the amount of the (customs) debt that may arise [for example, if the amount of the (customs) debt is 8,000 euros, one title is sufficient, but if it is 33,000 euros, four titles will be necessary].
In the event of a business continuity procedure, the title or titles must be presented to the customs office of departure, which will retain them.
The title model corresponds to that included in Annex C3 of Appendix III of the Convention/Annex 32-06 of the AE.
