The competent authorities will issue a certificate to the holder of the scheme (comprehensive guarantee certificate TC31 and guarantee exemption certificate TC33). To prevent the misuse of certificates and guarantees, the competent authorities will only issue additional certificates in justified cases and in the number justified by the holder of the procedure (for example, in cases where the holder of the procedure regularly submits transit declarations to several customs offices).
The comprehensive guarantee certificate and the guarantee waiver certificate are only submitted in the case of a business continuity procedure.
The certificate models are set out in Annexes C5 and C6 of Appendix III to the Convention/Chapters VI and VII of Annex 72-04 of the AE).
Certificates are valid for two years, but can be extended for another two years (Annex 72-04 of the AE, 19.3).
