IV.1.3.2. Scope of the NCTS

The NCTS applies to all common/Union transit operations regardless of the means of transport used, with the exception of transit procedures where a commercial document serves as the transit declaration (e.g. air, sea or rail transit procedures, where air/sea transport documents or the CIM consignment note serve as the transit declaration).
