IV.1.5.3. Goods carried by travelers or found in their luggage

Article 210 of the AE

Authorities are required to apply the provisions of Article 210 of the European Customs Agreement (certification of the customs status of Union goods) to goods carried by travelers or in their luggage that are not intended for commercial purposes.

However, upon entering the customs territory of the Union, travelers from third countries may declare goods under the Union transit procedure.
