IV.2.3.1. Admission and registration of the transit declaration

The customs office of departure will accept the transit declaration—the message “Declaration details” (IE015)—provided that:

  • contains all the information necessary for the purposes of the common/Union transit procedure;
  • is accompanied by all necessary documents;
  • the goods listed in the transit declaration have been presented to customs during official opening hours.

The NCTS automatically validates the declaration. A declaration that is incorrect or incomplete will be rejected with the message "Declaration Rejected" (IE016). The declaration will also be rejected if the data provided does not match the data recorded in the national reference database.

Once the transit declaration has been accepted, the NCTS will generate a master reference number (MRN) (message IE028).

From that moment on, the declaration will be marked as "Accepted" and the customs office of departure will decide whether or not to inspect the goods before release.

Customs authorities may authorize that other additional documents necessary for the application of the provisions governing the customs regime under which the goods are declared not be attached to the declaration. In such a case, these documents must be made available to the customs authorities. Box 44 of the transit declaration shall be completed as follows:

  • The "Type of document" attribute shall indicate the code corresponding to the document in question (the codes are given in Annex A2 of Appendix III to the Convention and in Appendix D1 of Annex 9 to the ADT);
  • The "Reference Document" attribute will include the description and reference of the document.

National customs authorities also allow travelers to present a paper copy of the transit declaration (using the Single Administrative Document or, where applicable, the Transit Accompanying Document format) at the customs office of departure for processing by the NCTS.
