IV.2.3.7.2. Sealing methods

There are two sealing methods:

  • sealing of the space where the goods are contained, when the customs office of departure has considered the means of transport or container suitable for sealing;
  • sealing of each individual package, in other cases.
    Joint seals will be used when the means of transport is suitable for this purpose.

CUSTOMS
(Article 11, paragraph 3, of the Convention; Article 300 of the AE)
The customs office of departure considers the following means of transport suitable for sealing:

  • when the means of transport or container can be sealed in a simple and effective manner;
  • when the means of transport or container does not contain any hidden space that allows goods to be hidden;
  • when the spaces reserved for the goods are easily accessible for inspection by the customs authority.

Note: The means of transport or containers shall be considered suitable for sealing when they are authorized for the transport of goods under customs seal in accordance with the provisions of an international agreement to which the Contracting Parties have acceded (for example, the Customs Convention of 14 December 1975 on the International Carriage of Goods under Cover of TIR Carnets).
