IV.3.3.2.3. Customs change of passage

Goods may be transported through a customs crossing point other than the one declared in the DAT.

If the goods and the DAT are presented at a customs office of passage other than the one declared and the NRM presented by the effective customs office of passage relates to a transit operation for which the customs office does not have the relevant IE050 message, the NCTS will automatically request the customs office of departure to send the "ATR Request" (IE114) message (Advance Transit Notice, ATR) to the effective customs office of passage.

The NCTS at the customs office of departure will automatically respond with the message “ATR Response” (IE115). Upon arrival of the IE115 message, the NCTS will be updated and the transit operation record will be available in the "ATR generated" status, ready for processing by customs.

The declared transit customs office(s) through which no transit has been made will be automatically notified when the transit operation has been completed at the destination customs office.

If, for any reason, the data relating to the transit operation cannot be provided, message IE115 with the "ATR Rejection Reason Code" will be sent, indicating the reason for rejection (this statement is mandatory for code 4), to the effective customs office of transit, and that customs office will take appropriate action.

CUSTOMS
At the actual customs crossing:

  • the NRM will be registered with the NCTS;
  • Message IE114 will be transmitted to the customs office of departure;
  • The NCTS at the customs office of departure will reply with message IE115, which will include the information from message IE050;
  • The NCTS of the transit customs office will be updated and the transit operation record will be available in the "ATR generated" status, ready for processing by customs;
  • The customs office of passage will record the border crossing and send message IE118 to the customs office of departure.
