For the purposes of the TIR Convention, the European Union constitutes a single territory. One of the prerequisites for qualifying for the TIR regime is that each country or territory using it must be covered by the international guarantee system, which requires authorization from national guaranteeing associations in accordance with the TIR Convention.
This Convention establishes the minimum conditions and requirements that a guaranteeing association must meet to be authorized to issue TIR Carnets.
