IX.2.2.2. Joint responsibility in the authorization process
At EU level, neither the Customs Code nor its implementing and delegated acts address this issue, leaving the establishment of authorisation procedures at the discretion of national authorities.
At the very least, the guarantor association first examines all applications for authorization. Following inspections carried out by the guarantor association, and provided it is approved, the application is forwarded to the competent authorities. Customs authorities may grant authorization to the applicant if the applicant passes the controls established by them and by the guarantee associations.
The consultation between the competent customs authority and the guaranteeing association will be carried out through the International TIR Database (ITDB).
