Attention must also be paid to the sealing of vehicles or containers. It is essential to control the number of customs seals to be placed and their exact location by examining the approval certificate (point 5) and the corresponding photographs (or sketches). If the customs office of departure deems it necessary, it may affix a higher number of seals to prevent any unauthorized opening of the cargo compartment.

Customs seals applied by the customs office of departure must be applied correctly, and those already applied must be thoroughly inspected by the customs office of entry to detect any illegal intervention. Under the TIR regime, the replacement of customs seals with those of the exporter or the carrier is not permitted.
