V.4.3.1. Submission of the transit declaration in paper format

The paper transit declaration and all accompanying documents, along with the goods, must be submitted to the customs office of departure during the days and hours when the office is open. However, this customs office may authorize, at the request of the holder of the regime, presentation on another date and place.

ECONOMIC OPERATORS
The following documents must be presented at the customs office of departure:

copies no. 1, no. 4 and no. 5 of the SAD, duly completed. The SAD-BIS forms or loading lists used must be attached to the SAD;
two copies of the DAT, supplemented, where appropriate, with the list of articles;
a guarantee (when required): see Part III);
other necessary documents, if applicable.

CUSTOMS
The customs office of departure must:

check whether copies No. 1, No. 4 and No. 5 of the SAD are duly completed and, if SAD-BIS forms or loading lists are used, whether these are attached to the SAD;
Check whether both copies of the DAT are duly completed and, if a list of items is used, whether it is attached to the DAT;
check the validity and amount of the guarantee;
check other necessary documents.
