V.4.3.10. Release of goods

Once all the formalities have been completed at the customs office of departure, the goods will be released and the release date will be noted in box D (/J) of the copies of the SAD or DAT. "Having completed all the formalities" means:

  • having correctly completed the appropriate copies of the SAD or DAT;
  • having carried out a possible control;
  • having provided security, where required (see Part III);
  • having set the deadline;
  • having established the mandatory itinerary, where appropriate;
  • having admitted and registered the statement;
  • having carried out the control of the declaration; and
  • having placed the seals, where appropriate.

CUSTOMS

Once the formalities have been completed:

  • The customs office of departure shall enter the following control result code in box D (/J) of copy No. 1 of the SAD or DAT;
  • «A1» (Compliant): when the goods are released for transit after physical inspection (total or partial) and no discrepancies have been detected;
  • «A2» (Deemed compliant): when the goods are released for transit after a documentary control (without physical control) and no discrepancies have been detected or when there has been no control;
  • The authorized consignor shall enter code "A3" (Simplified Procedure) in cases where the goods are released for transit;
  • Both the customs office of departure and the authorized consignor shall authenticate with their signature the endorsements in box D(/J), which shall clearly show the stamp and the date;
  • Both the customs office of departure and the authorized consignor shall affix the stamp applicable in the case of a business continuity procedure (dimensions: 26 × 59 mm) in the copies of the transit declaration, in box A of the SAD or DAT.

Annex V.1.8.1 lists the seal used in the business continuity procedure in all languages.

ECONOMIC OPERATORS – Important notice

Economic operators must inform customs that a declaration has been submitted to the NCTS, but a business continuity procedure has been initiated before the goods are released.

CUSTOMS – Important Notice

The customs office of departure must invalidate any declaration that has been registered in the NCTS but has not been further processed due to a temporary system failure.

The customs office of departure shall retain copy No. 1 of the SAD or the first copy of the DAT. The transport of goods included in the transit regime to the customs office of destination will be carried out with copies No. 4 and No. 5 of the SAD or the second copy of the DAT.
