V.4.3.6. Verification of the transit declaration and control of goods

Once the declaration has been accepted, for the purposes of verifying the accuracy of the data contained in the transit declaration, the customs office of departure, based on a risk analysis or randomly, may proceed to:

  • examine the declaration and supporting documents;
  • require the declarant to provide other documents;
  • to examine the goods and extract samples for analysis or for detailed inspection of the goods.

The goods will be examined at the places designated by the customs office of departure and during the hours set for this purpose. The regime holder will be informed of the place and time. However, customs authorities may, at the request of the holder of the regime, request that the goods be examined at other locations or outside official opening hours.

If, as a result of the inspection, minor discrepancies are detected, the customs office of departure will notify the holder of the regime. To resolve these discrepancies, the customs office of departure will make minor changes (in agreement with the holder of the regime) to the declaration, so that the goods can be released for transit.

If, as a result of the inspection, significant discrepancies are detected, the customs office of departure will inform the holder of the regime that the goods will not be released.

The customs office of departure or an authorized consignor shall record the following code in the SAD or DAT regarding the results of the control:

  • «A1» (Compliant): when the goods are released for transit after physical inspection (total or partial) and no discrepancies have been detected;
  • «A2» (Deemed compliant): when the goods are released for transit after a documentary control (without physical control) and no discrepancies have been detected or when there has been no control;
  • «A3» (Simplified procedure): when it is the authorized shipper who releases the goods for transit.
