Annex B8 of Appendix III of the Convention

When the goods are transported using a customs office of transit other than the one declared, the actual customs office of transit shall inform the customs office of departure.

Customs or transit customs offices may inspect the goods whenever they deem it necessary.

The model of the notice of passage (TC10) is found in Annex B8 of Appendix III to the Convention/Chapter V of Annex 72-04 of the AE.
