V.6.4.1. Issuance of a receipt

Customs will issue a receipt at the request of the person presenting the goods and the SAD or DAT at the destination customs office. This receipt, however, cannot serve as alternative proof of the completion of the regime.

The receipt has two important functions: first of all. informs the holder of the regime that the carrier has delivered the transit documents to the customs office of destination; Secondly, it plays an important role if an investigation is initiated because the customs office of departure has not received information about the arrival of the shipment. In such cases, the holder of the regime may present the receipt at the customs office of departure to communicate to which customs office the goods and documents were presented. This makes the investigation procedure more effective.

The receipt can be issued using:

the TC11 model set out in Annex B10 of Appendix III to the Convention and in Annex 72-03 to the AE; or
the back of copy No. 5 of the SAD, in the space provided for this purpose.

If the reverse of copy No. 5 is used as a receipt, the customs office of destination will record the following information:

the reference number of the transit operation;
the place, name and reference number of the customs office of departure;
the date and signature.

The person requesting the receipt on Form TC11 must complete it before presenting it to the competent official at the destination customs office for endorsement.

ECONOMIC OPERATORS
The person requesting the issuance of a receipt at the destination customs office shall complete form TC11 by hand, legibly, and include the following information:

the place, name and reference number of the customs office of destination;
the shipping status, as specified in the relevant SAD or DAT;
the reference number of the transit operation;
the place, name and reference number of the customs office of departure.

The receipt may also include additional information about the goods. The holder of the procedure may, for example, wish to record the address to which the carrier of the goods will send the receipt once it has been endorsed by the customs authorities. The destination customs office is not required to send the receipt by mail, but may do so if it deems it necessary. Normally, the holder of the scheme will ask the carrier to send him the receipt.

The address to which it should be sent may appear on the back of the receipt.

CUSTOMS

When a receipt is requested, the destination customs office must:

Check that the correct form has been used, i.e. TC11;
check that it is legible;
check whether it has been completed properly;
check whether there are circumstances that prevent the receipt from being issued;
If everything is in order, issue the receipt to the person who requested it.
