When the investigation procedure has been initiated with message IE142 to the customs office of destination and no response has been obtained or the response is negative with message IE143, the competent authority of the country of departure shall contact the holder of the procedure in order for the latter to provide the information necessary to complete the procedure (for further information see section VII.3.2).
In the event that at this stage of the investigation procedure the holder of the regime:
- do not communicate any information within twenty-eight days; or
- communicate information that is considered insufficient to continue the investigation procedure;

The competent authority of the country of departure shall determine what additional measures to take to complete the procedure within seven months after the expiry of the time limit for presenting the goods at destination (see note in section VII.3.2.2 on exceptions to this time limit).
