VII.5.2.1. Transit declarations (business continuity procedure)
In order to detect and prevent fraud, the competent authorities of the countries of departure, transit, and destination will verify the declaration and visas whenever there are apparent errors or reasons to doubt their validity.
This verification will be carried out using form TC21, the model of which appears in Annex VII.8.5. The competent authorities must return the TC21 form to the requesting competent authorities within two months of the date on the form. The reasons for the verification must be stated on the form. In addition, each customs office of departure must carry out random checks on returned transit declarations, requiring at least two out of every thousand documents to be checked.
