Tax returns filed online grow by 10% in the two first months of the campaign and already exceed 7.1 million

June 3, 2014.- More than 7,150,000 taxpayers have filed their Personal Income Tax (IRPF) returns for the 2013 financial year online as of May 30, which is 9.9% more than in the same period last year. In these first two months of the campaign, a total of 8,568,000 tax returns have been submitted, 625,000 more than in the same period last year.
So far, the Tax Agency has returned 3.7 billion euros to 5,485,000 taxpayers, 2% more than in the previous campaign at the same date, so that 76% of the refunds requested and 68% of the corresponding amounts have already been paid.
This campaign is expected to include 19,325,000 returns, of which 14,600,000 are expected to result in a refund, for a total amount of 10,725 million euros, and 4,050,000 returns will result in a refund, for an amount of 6,725 million euros.
Of the total number of declarations already submitted, five million correspond to confirmed drafts, a figure slightly lower than last year at the same time, so that all the acceleration in submissions recorded so far is concentrated in the rest of the declarations, those that are prepared with the different existing aid programs and with the tax data provided by the Tax Agency.
These declarations total 3,500,000, 25% more than in the first two months of last year's campaign, so that taxpayers who decide not to opt for the draft, or cannot use it due to their income profile, are also filing their declaration in advance and, where applicable, the refund that corresponds to them.
The new FATHER and the online presentations
Similarly, it is the declarations other than the draft that account for the strong growth in online filings. Thus, while the number of confirmed online tax returns remains slightly above 4,100,000, the remaining returns submitted electronically already exceed the figure of 3,000,000, almost 28% more than in the same campaign period last year.
This sharp increase in filings with assistance programs coincides with the significant improvements that the Tax Agency has made this year to the PADRE program to facilitate its usability and speed up filing. The new simplified PADRE offers the same degree of data disaggregation as it has had up to now, but with a more convenient download of tax and personal information and with greater ease for the taxpayer when modifying said information, if necessary.
Adding the drafts and the rest of the declarations, as of May 30, more than 83% of the total declarations have been submitted online. Two years ago, at the same time, the proportion of applications submitted via this telematic means was 70%, and three years ago it was less than 60%.
On the other hand, the acceleration of submissions is especially intense in the case of declarations with a result to be entered. These declarations, which do not necessarily imply immediate payment of the fee, but which can be submitted at any time during the campaign by direct debit and delay payment until the end of the campaign, are up 34% compared to the same dates last year.
Appointment service
Both the confirmation of the Income Tax draft online and the electronic submission of the declaration using the PADRE program speed up the refund and prevent the taxpayer from having to go to the offices of the Tax Agency and collaborating entities. In any case, for those citizens who do not wish to use this route because they believe they require more personalized assistance and are within the profile of a prior appointment, the Agency makes its physical offices and telephone services available.
To date, almost 1.9 million appointments have been made for the preparation of income tax returns and more than 3.8 million telephone calls have been answered through the different services offered by the Agency. The appointment-based service will continue until June 30, the last day of the campaign.
In order to mitigate the possibility of losing appointments to the detriment of all taxpayers, the Tax Agency would like to remind citizens that they can change the time and day assigned for their appointment, or inform the Agency itself that they have decided not to use it. It is also worth remembering that the appointment calendar is being opened gradually, so gradual use of the service is recommended.
Taxpayers who are not obliged to file a tax return
The same regulations as last year remain in place regarding those required to file an income tax return. In general terms, taxpayers with income exclusively from work up to an amount of 22,000 euros per year are not required to do so.
The limit for not filing a tax return is reduced to 11,200 euros if the income comes from more than one payer (with some exceptions), and also when spousal pensions or non-exempt alimony payments are received, when the payer is not required to withhold and when the income is subject to a fixed withholding rate.
Both limits remain valid for not declaring if the taxpayer has, instead, or in addition, the following income:
Dividends, interest and capital gains subject to tax withholding, up to a combined limit of 1,600 euros.
- Attributable income from property, untaxed investment income from Treasury bills not subject to withholding tax, and grants for the purchase of subsidised or controlled-price housing, up to a combined limit of 1,000 euros.
As in the previous year, taxpayers with income from work, capital and economic activities, as well as capital gains (subsidies, prizes, etc.), with a joint limit of 1,000 euros, together with capital losses of less than 500 euros, will not be required to file.
Modification and confirmation of the Income tax draft
It is always advisable to review the draft Income Tax Return, since at the time of its preparation the Agency may not have all the data relevant to the declaration, data that the taxpayer may need to incorporate into the draft.
Details such as the following should be checked carefully:
- Properties and their land registry reference numbers
- Personal and family circumstances (if they changed in 2013)
- Contributions to pension plans
- Payment of union fees
- Amounts received as grants
- Deduction for maternity
- Deduction for investment in residence
- Deduction for renting main home
- Autonomous Community deductions
There are several ways to confirm the draft, depending on whether the result is to be returned or paid, and whether or not the payment is domiciled. Direct debit means that you can file your tax return or confirm your draft any day until June 25, but payment will not be made until June 30, the last day of the tax campaign. Direct debit does not prevent payment from being split into two instalments (the second on November 5).
