b. Negotiation

During the bilateral stage of the mutual agreement procedure, the competent authorities will exchange as many positions as are necessary in order to try to resolve the matter to which the mutual agreement procedure relates.

Where necessary, the competent authorities may meet or hold videoconferences or conference calls in order to be able to discuss the case and, where possible, reach an agreement.
