Guide for the transfer of tax information electronically to Public Administrations for the exercise of their powers (PROTGEN)

3.1.3. Request and receipt of tax information

  1. Request

Access to the application is offered through the Electronic Office Immediate transfer of information (CESII): Request New window . In order to enter it will be necessary to authenticate with the corresponding electronic certificate. The application includes a tutorial.

Briefly, the application is divided into three steps or screens: 1. Select supply > 2. Fill out application > 3. Send request.

The first screen will show information about the applicant ( NIF and name of the organization and the user) extracted from the electronic access certificate and, in addition, offers a list of the types of information that the user has authorized . The user must select one of the supplies for which they have authorization. The “purpose” field, which is mandatory, will include the reason for the transfer.

The second screen again displays information about the applicant and also provides and requests information about the application. This screen allows the uploading of the identifying data of each taxpayer for whom information is requested. The request will consist of a list of records in which each taxpayer will be identified with a row (understood as a NIF followed by the full name or company name. In the case of natural persons, it must be entered in this order: first last name, second last name and first name, leaving a blank space between them), and it can be done in two ways (none of them exclusive):

    • Importing a file with “.csv” format. When the import is finished, its content is displayed in the “Content” field. It is not necessary to use any special program to prepare the file. Directly, from Excel you can save the document as a “.csv” file (The csv file is a simple type of document to represent data in the form of a table: Columns are separated by semicolons, and rows by line breaks. If you are working with the Excel program, you can save the file with the “.csv” extension. In turn, a “.csv” file can be opened with the Excel program, viewing the information as a table).

    • By writing directly, in the “Content” text field, a NIF (at least) or several NIF one per row, separating the NIF of the full name with semicolon.

Depending on the supply selected, the maximum number of records requested in each request will vary. This number will be specified in the web application.

The third screen includes a section with the main shipping information:

    • Supply: name of the selected supply.

    • Tax year: fiscal year to which the information refers.

    • Purpose: reason for the transfer of information.

    • Shipment record quantity: total number of records requested (number of taxpayers from whom information is requested).

By clicking on “Send request” the process will begin. Once this has concluded, the application will offer the user the possible actions they can choose for the file returned with the information.

  2. Reply

    The answer is obtained immediately.

The file that is returned is in “.csv” format. It can be viewed in Excel. The fields are separated into columns and well identified. A first row is included that describes the concept of each of the columns; that is, a self-explanatory file is returned. Next, each row collects the information related to each taxpayer.

As structured data, it can be incorporated into automated systems of the receiving agency.
