Protocol for the implementation of the provision of tax information to Local Entities adhered to the Agreement for the Exchange of Tax Information and Collaboration in Collections Management (PROTEELL - June 2021)

3.1.Register of taxpayers

The supply of the census of taxpayers has a specific request procedure, given that it is not necessary to send a file with the identification data of the taxpayers to which the request refers, but only requires a call to the service (Supply of the census of taxpayers for local entitiesNew window) by the authorised user with an electronic certificate, so that the entire census of the corresponding local area can be supplied.

In order to determine this scope, the Local Authority must communicate it in a document annexed to the supply authorisation form.In addition, the local authority must inform the Tax Agency of any change in the territorial scope of its competences, in order to correctly adjust the authorisation in the application before invoking this supply.

The file is only allowed to be generated once per semester (once with the tax registry at 31/12 of the previous year and once at 30/06 of the current year) without any limitation as to the date of starting the service in each semester.Due to the fact that the file generation process may take several minutes and in order to allow the user to cancel the process, it is allowed to generate the file as many times as desired within the day on which it is generated for the first time.

The possible answers the application will give are:

  • Unauthorised user or user without assigned authorisations.

  • User with assigned authorisations and whose Agency has already requested the file.

    In this case the generation process will not be carried out even though the user has the authorisations assigned.

  • User with assigned authorisations can generate the file.

In the event that the User has authorisations assigned to him/her and can therefore generate the file, he/she must click on the option "Generate". The application will inform that the file is going to be generated, to which the user must respond by clicking on "Accept". The file zip will be downloaded in the browser's download path with the census data of the taxpayers belonging to the corresponding Local Entity.
