Goals

It is intended that students will be able to:

• Understand that, throughout history, money has always been needed to pay for government expenses, and that is why taxes have been created.

• To appreciate that one of the fundamental principles of democracy is that taxes can only be imposed with the approval of representatives elected by the citizens. Therefore, according to the Spanish Constitution, taxes must be established by law approved by Parliament.
