Since when are there taxes?

The current situation. The 1978 Constitution

Today things have changed a lot. In Spain, as in other democratic countries, we have a Constitution approved by the people (1978), who freely elect their representatives to govern the State, the Autonomous Communities, and the towns and cities.

These representatives, elected by us, are the ones who approve the laws in Parliament, including those establishing taxes and other levies, as well as the Budget, which determines the public expenditures to be incurred (to build roads, hospitals, schools, and other public assets) and the revenue needed to pay for them.
