1.5.3. Other advances in electronic Administration

Advances in the Electronic File

In the field of the exchange of electronic Files, of note is the electronic exchange of Economic Administrative Claim Files with the Economic Administrative Courts, something that, undoubtedly, will be beneficial for the taxpayer, under the greater agility acquired in the resolution of the Economic Administrative Claims.

Reuse of information

In 2013, the Tax Agency published its reuse space on the Internet site www.agenciatributaria.es under the name “Open Data (Reuse of information)”. ##2####1##, in accordance with the provisions of the regulations governing the reuse of public sector information, and in development of the provisions of the Plan of measures to promote reuse in the Tax Agency, approved by Resolution of 8 November 2012 of its President.

It should be noted that the limits on the reuse of information in the power of the Tax Agency are determined by General Tax Law 58/2003, of 17 December, which establishes in general, the reserved character of data of a tax nature, as well as the limitation to access the documents and registers incorporated to files that are part of a tax proceeding, excluding rigorous exceptions.

Throughout the last year 15 sets of data were published, of which 13 are statistical and the other two correspond with documents in high demand and use, as they are the Taxpayer's calendar and the Tax Agency's Report.

For many years in this line of transparency and reuse of administrative registers, the Tax Agency has been publishing on its website a very detailed series of tax statistics based on the information contained in tax returns. These publications take into account the criteria of accessibility as well as the Code of Good European Statistical Practices; additionally, these statistical operations are included in the National Statistical Plan.

In 2013 a new publication was added, "Mobility in the Job Market", with a series of seven two-year periods of studies; the statistical publication the "Wealth Tax 2011" was renewed (which was not prepared due to the absence of the tax since 2008) and a quarterly series of taxable bases and due taxes have been published since 1995. Additionally, an improvement in and adaptation of the statistics of Customs and Excise Duties has taken place to promote its accessibility and use for third parties. All this information is contained in the reuse space.

In addition to the foregoing, the Tax Agency carries out a remarkable effort to adapt the amount of data available (which it prepares and has), to make it available to the users in more reusable formats. For example, the Annual Report of activities that was published in PDF format, and which, therefore, was scarcely reusable, has been published in 2013 in HTML format, adding a bigger reuse value to the document for its possible users. This effort will continue in the next financial years.

In February 2008, the Tax Agency's channel on YouTube was published.

As of 31 December 2013, the channel had a total of 122 videos and 1,868 subscribers.

During 2013 the total number of views for the videos was 1,783,561, which meant a total of 3,889,259 minutes of estimate viewing time.

The average duration of viewing time for videos on the Tax Agency's channel on YouTube has been, since its creation in 2008, 2 minutes and 10 seconds (47 per cent of audience retention).

The most popular videos in 2013 were those related to the 2012 tax return campaign. Specifically, the five most view videos are the following:
