4.4.4. Notifications through the Printing and Enveloping Center

Article 21 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations establishes the obligation to notify the express resolution of all procedures, for which the Tax Agency has the Printing and Envelope Center, CIE, through which it produces its notifications and communications, guaranteeing the confidentiality of the data, equal treatment and the secure sending of all of them.

Through the CIE, and as a consequence of the administrative acts issued within the scope of its powers, the Tax Agency sends letters to taxpayers in paper format, practically all of them addressed to natural persons, since communication with legal entities is preferably carried out by telematic means with electronic signature.

Sending on paper through the CIE is the main system for sending information to the Tax Agency. Distributed throughout 2020 through the CIE, 17,852,415 notifications with acknowledgment of receipt and 10,861,791 communications have been sent to the Tax Agency, of which 5,245,758 correspond to responses to citizen requests in relation to the Cl@ve system that facilitates telematic access to all offices of the General State Administration (Tax Agency, Social Security, SEPE, Cadastre, Traffic, ...).

The paper and envelopes used always come from controlled sources that promote sustainable forest management and help actively protect the rural environment.

As a consequence of the agreements signed by different bodies of the General Administration of the State and the Tax Agency, the CIE prepares and sends, in addition to its own letters, notifications and communications issued by other administrative bodies of the General Administration of the State that have required collaboration in the sense of achieving better use of the administration's means. Thus, in 2020, adhesions have been signed to the framework collaboration agreement with the General Secretariat of Digital Administration for the shared use of the notification and communications management service to the organizations and entities of the General Administration of the State with the General Intervention of the Administration of the State, the Ministry of Consumer Affairs, the Central Administrative Economic Court, the Ministry of the Interior, the Ministry of Defense, the Port Authorities of the Balearic Islands and Huelva, and the National Commissioner of the Tobacco Market.

As a result of these accessions and agreements previously signed with the General Directorate of Personnel Costs and Public Pensions, IMSERSO and others, 3,171,372 notifications and communications have been sent from the CIE.
