TADEUS 2023 Declaration. Meeting of the Directors General of the Tax Administrations of the EU countries

On November 21 and 22, the 5th Meeting of Directors of Tax Administrations of the countries of the European Union (EU), TADEUS (Tax ADministration European Union Summit), was held in Malaga. It was attended by the Directors of the Administrations of all EU Member States, and a large representation of DGTAXUD (Directorate General of Taxation and Customs of the European Commission), headed by its Director General.

The Director of the Tax Agency, Soledad Fernández Doctor, served as host of the meeting, presiding, together with other members of the Steering Committee of the Tax Agency (the Director of the Tax Studies and Statistics Service, Rubén Fernández de Santiago, and the Director of the Department of Financial and Tax Inspection, Javier Hurtado Puerta), several of the technical sessions.

During the event, projects such as the implementation of the VAT and VIDA Package, BEFIT, the possible regulation of the cooperation of Eurofisc and the European Public Prosecutor's Office, the measurement of the tax gap or the optimization of the operation of the Directive on administrative cooperation in direct taxation (DAC). The current working groups promoted by TADEUS itself were also presented, on the use of artificial intelligence for tax purposes, digital security and the estimation of administrative cooperation. The second day of the meeting focused on national, European and global projects to improve taxpayer trust and voluntary compliance, including an update on the Trust and Compliance project launched by TADEUS in 2020: https://trustandcompliance.com/

The meeting ended with a small competition in which the countries presented their most modern and current projects to improve trust and compliance, which was won by Sweden with its "Generative Artificial Intelligence Test in the Tax Area" and in which the The Tax Agency won third prize for its project on ADIs.

The Directors present at the TADEUS plenary session signed the final declaration of the summit and set the next meeting for 2024 in Hungary.
