A criminal organization dedicated to marijuana cultivation in Zaragoza and Huesca has been dismantled.

  • Three searches have been carried out, two in the province of Zaragoza and one in Huesca, where more than 4,200 cannabis plants, 13,300 euros in cash, almost 19,000 Serbian dinars and documentation relevant to the investigation were found.

  • Two of the chalets were used entirely for the cultivation of the substance, with more than ten rooms perfectly equipped to carry out this activity.

  • Six people have been arrested for alleged crimes against public health, drug trafficking, electricity fraud, and belonging to a criminal organization.

September 19, 2025.- The Regional Customs Surveillance Area of the Tax Agency in Aragon (ARVA) and the Organized Crime and Anti-Drug Team (EDOA) of the Organic Judicial Police Unit of the Civil Guard in Zaragoza have carried out the so-called "Kodra-Cerros" operation, which has resulted in the dismantling of a criminal organization dedicated to the indoor cultivation of marijuana that had its base of operations in the provinces of Zaragoza and Huesca.

The operation began in March 2023 due to the possible existence of a chalet, located in the Las Lomas de Gállego residential area, in the municipality of Zuera (Zaragoza), that could be used for indoor marijuana cultivation.  As a result of the intensive investigative work carried out by specialists from EDOA and ARVA, it was possible to determine the existence of a highly hierarchical criminal organization, comprised of several individuals, dedicated to the cultivation of cannabis sativa inside two rental properties located in the Huesca town of Banastás and in the Las Lomas de Gállego de Zuera residential area.  It was also discovered that both villas were used exclusively for indoor marijuana cultivation and that, to supply electricity to the plantations, the electrical system had been tampered with to illegally tap the streetlights.

Exploitation of the operation with three records

With all the information obtained during the operations, which demonstrated this illicit activity, a total of three house searches were carried out on June 18th, in the early hours of the morning. One was a villa in Banastás, the second was a villa in Las Lomas de Gállego, and a third was a home in Zaragoza, where the leaders of the organization resided.

During the inspection of the Banastás and Las Lomas villas, it was found that both properties had been adapted for cultivation of the substance, with more than ten rooms constructed with plasterboard or sandwich panels to separate the crops according to the different stages of plant growth. The rooms were equipped with fans, carbon filters, halogen lighting systems, transformers, ventilation ducts, and water tanks, as well as a complex lighting system to supply electricity to these plantations.

In the Huesca home, 1,212 small plants were planted, which, as the home grew, would be distributed to other rooms specially designed for this purpose.  In addition, a large quantity of materials needed for cultivation were found in the upper part of the building, which is also used as a drying area.  The care of this plantation was in the hands of two people who lived there on a regular basis, and who were arrested during the operation. They were provided with the necessary supplies without having to leave the property at any time.

At the Las Lomas chalet, 3,070 plants were found, in various stages of growth, being cultivated in rooms on the three floors of the house, perfectly equipped and with the same elements as in the previous record. The maintenance was carried out by two people who also lived permanently in this building, and who were arrested by the officers.

That same morning, a third raid was carried out in the city of Zaragoza, where two leaders of the organization, a man and a woman, resided. They were also arrested.  During the search of the home, more than 12,500 euros in cash and almost 19,000 Serbian dinars were seized, which were found inside clothing and piggy banks belonging to the detainees.

The total amount seized in the three raids amounts to 4,282 cannabis plants in various stages of growth, more than ten premises specifically adapted for the cultivation of the substance, numerous products necessary for the growth of the plants, documentation of great relevance to the investigation that evidenced the illicit activity of the organization, a total of 13,300 euros and 18,920 Serbian dinars in cash, mobile phones and a multitude of falsified identity documents belonging to the leader of this criminal network.

The electricity fraud detected at the villas in Las Lomas and Banastás amounts to €160,000.

Arrests and imprisonment

The six detainees, five men and one woman, of Serbian and Slovak nationality, aged between 30 and 50, are charged with alleged crimes of belonging to a criminal organization, crimes against public health due to drug trafficking, and electricity fraud. In addition, two of the detainees had international extradition warrants.  The group's leader was also charged with falsification of documents after several falsified identity documents were found on him.  After being brought before the court, all detainees were ordered to be transferred to the Zuera Penitentiary Center.

This operation, which is being investigated by specialists from ARVA and EDOA, involved officers from the Judicial Police of Casetas, the Roca Team from Casetas and Huesca, as well as the USECICs of Zaragoza and Huesca.

Although this criminal organization has been dismantled, the investigation is still ongoing. An additional arrest has been made, and an asset investigation is underway into the organization's key leaders.
