The Tax Agency, once again recognized in the Awards for Quality and Innovation in Public Management
By Order TDF/915/2025, of August 6, granting the 18th edition of the Public Management Quality and Innovation Awards, a second prize for the Public Management Innovation Award was awarded to the State Tax Administration Agency for the "Single Entry Point (PUE)" practice. Cooperation between administrations as the key to a pioneering model in Europe" ( BOE August 16, 2025).
The award-winning practice sets out the operation of the Single Point of Entry (SPE), developed jointly by the Tax Agency and the Border Inspection Service. SOIVRE of the State Secretariat for Trade of the Ministry of Economy, Trade and Business in December 2022, and which represents an important step forward following the implementation of the Single Customs Window (SCU).
The VUA In 2016, it allowed operators to avoid having to identify, in customs declarations, certificates, licenses, or authorizations issued by non-customs authorities, as these are already identified in the customs declaration, allowing it to be matched with the certificates. If the data matches, the merchandise is automatically released without the operator having to provide any documentation.
Although the VUA allowed the simplification of procedures, a fundamental development remained pending: the possibility of submitting data only once and to only one authority. This need has been met by the PUE .
Through the PUE Operators send the customs declaration data and any other data that is necessary for the tax system to the Tax Agency system. SOIVRE . These data are automatically sent from the Tax Agency system to the SOIVRE , so that it can carry out its controls and process its authorizations, which are automatically linked to the customs declaration, allowing for the automatic release of the merchandise.
He PUE This thus provides important advantages:
- It allows operators to submit data only once and to a single system, saving time and money and avoiding errors.
- This provides more effective control by the intervening authorities, as it prevents different data from being sent to different authorities, either by mistake or intentionally.
Likewise, the PUE It is an example of cooperation between authorities for the development of complex IT adaptations, with Spain being a pioneer in its implementation within the European Union and a benchmark for the rest of the Member States.
