The Planning and Institutional Relations Service of the Tax Agency

The Planning and Institutional Relations Service (SEPRI) plays a central role in the design and development of the strategic and operational planning of the Tax Agency, assuming the tasks of promotion, coordination and monitoring of all planning instruments with the ultimate purpose of being the reference service in transversal tasks aimed at fulfilling the organization's mission.

Likewise, it assumes the coordination of the central and territorial bodies of the Tax Agency in projects that affect different areas, and is entrusted with the coordination and design tasks of the central and territorial organization.

Also noteworthy is his work in the coordination and development of relations with the regional tax administrations . Thus, it serves as the Permanent Technical Secretariat of the Superior Council for the Direction and Coordination of Tax Management, a collegiate body, made up of representatives of the Tax Administration of the State and of the Autonomous Communities of the common regime and Cities with Statute of Autonomy, which is in charge to coordinate the management of transferred taxes (for example, the Wealth Tax, the Inheritance and Donation Tax or the Tax on Asset Transfers and Documented Legal Acts).

Along with this, the SEPRI has an active role in the analysis and monitoring of tax conflicts that could arise between the regional administrations and the General Administration of the State in tax matters. It also has among its tasks the coordination of the relationship with other administrations, institutions and entities , which is mainly articulated through social collaboration, information supply agreements or understanding agreements.

The cooperative relationship , as an instrument to promote voluntary compliance, is developed through initiatives such as the Forum of Large Companies, the Forum of Associations and Colleges of Tax Professionals and the Forums of Federations and Associations of Self-Employed Workers and SMEs. These Forums hold both plenary meetings and various working groups, with SEPRI coordinating them.

On the other hand, he is in charge of managing and coordinating the contents of the Agency's electronic headquarters , assuming the challenge of adapting to new needs and technological changes, also highlighting his role of promotion of civic-tax education whose empowerment is essential, electronic administration with participation in various forums, coordination of the response to information requests within the framework of the Transparency Law and, in general, institutional relations; in addition to those other functions entrusted to it by the General Directorate.

Finally, the Planning and Institutional Relations Service plays a prominent role in the coordination of the development of a new model of non-face-to-face assistance to the taxpayer that has materialized, on the one hand, in the development of digital assistance tools and other information services available in the electronic headquarters of the Tax Agency and, on the other, in the creation of the Comprehensive Digital Assistance Administrations (ADI), which provide services in relation to issues that correspond to various functional areas, and in promoting the provision of non-face-to-face services in the Collection area through the Service Center Collection Telephone (REC@T). This coordination of non-face-to-face information and assistance functions is implemented in a Digital Assistance Coordination Unit in the Planning and Institutional Relations Service and in a Permanent Committee in which all the Departments with assistance functions are represented, with the objective to move towards a homogeneous and multi-area non-face-to-face service delivery model.

The set of these coordination, development and promotion functions entrusted to the SEPRI guide, as it cannot be otherwise, the Tax Agency in its mission of being a state public body of reference for its effectiveness and efficiency, which promotes and ensure compliance with the tax system in an equitable manner, favoring the development of Spanish society.
