The Tax Agency has returned more than 10.4 billion euros to 14 million taxpayers at the end of the year
2019 Income Tax Campaign
- 97% of the requested refunds have been made and more than 93% of the amounts claimed have already been paid to taxpayers.
- Of the declarations submitted last season, the 1,155,000 made with the personalized telephone preparation service ('We Call You') stand out, which multiplied its capacity by almost six times in the context marked by health circumstances.
- The sharp increase in filings through the Agency's website and its mobile application raised the number of online declarations to represent 93% of the total.
January 4, 2021 .- The Tax Agency has already returned 10,428 million euros to 14,063,000 taxpayers of the Personal Income Tax corresponding to 2019 (IRPF 2019), such that, as of December 30, 97.2% of the requested refunds have been made in number and 93.2% of the corresponding requested amounts have been paid.
At the end of the year, refunds paid and amounts paid are in line with the evolution of taxpayer requests in year-on-year terms. The number of applications has increased by 0.3% (-0.12%) and the amount paid has increased by more than 3%, as have the amounts requested.
As initially planned, the Agency received a greater number of declarations last year than the previous year, exceeding the figure of 21,122,000 at the end of the year, 2% more. The declarations with a request for a refund totalled 14,472,000, 68.5% of the total, while those with a result to be paid totalled 5,641,000.
In the context of the health emergency caused by the pandemic, online submissions increased to 93%, compared to 88% the previous year. As for these non-personalised filing channels, in addition to the website as the main telematic channel (19.28 million returns, 6.9% more), taxpayers also increased their use of the Agency's mobile application, with 365,000 returns, 25.8% more than last year.
A campaign adapted to health circumstances
The first part of the campaign was characterised by a very significant acceleration in online filings, with a 27% increase in the declarations submitted from the beginning until 7 May, when the 'We Call You' plan for telephone filing of declarations was launched. By then, more than a third of all campaign returns had already been filed.
From that moment on, the Agency turned its personalized attention structure into this telephone plan, multiplying its capacity to cover the needs of taxpayers by almost six times without them having to wait for the health situation to allow the offices to reopen, and with the aim of being the main means of personalized attention. This approach led to 1,155,000 declarations being completed by telephone in less than two months, compared to 239,000 the previous year, when the service was in operation throughout the campaign.
This combination of the acceleration of online submissions in the first part of the campaign and the strong push from the 'We Call You' plan made it possible to reach a significant positive margin of submissions at the time when health circumstances already allowed the start of in-office service. With half the time and half the space of a conventional face-to-face campaign to ensure safe distances and entry and exit flows with the necessary preventive health measures, 319,000 declarations were submitted in offices, compared to nearly 2,100,000 the previous year.
In this way, face-to-face assistance became a complement to personalized assistance by telephone, which a large number of taxpayers opted for in order to avoid travel in the special context in which the campaign was carried out.
