The Tax Agency today launched "Web Censuses," a service to help expedite the registration of entrepreneurial activity.

New census facilities

  • Through simple questions and guided navigation, the preparation and submission of declarations for individuals for the initial registration of economic activity, change of address and deregistration is facilitated.

  • Based on the user's answers, the application also automatically completes the Personal Income Tax tax and VAT regimes applicable in each case.

  • The declaration sections show only the fields relevant to each taxpayer and with most of the boxes already completed.

  • Like the current simplified 036 model, 'Censos Web' has a search engine that allows you to select the activity appropriate for the user and its code, and as an additional improvement it includes explanatory notices to avoid errors.

  • The tool incorporates other existing digital services, such as the Census Informer and the Income and VAT virtual assistants, to offer comprehensive assistance that also includes help via chat and telephone.

June 16, 2025.- The Tax Agency today launched "Web Censuses," a new service to streamline the registration of individuals in the Census of Entrepreneurs, Professionals, and Taxpayers, a process carried out annually by nearly half a million taxpayers as the first step toward starting an economic activity. This initiative, included in the Agency's 2024-2027 Strategic Plan, is part of the OECD's "Right from the Start" framework, which proposes implementing measures to facilitate compliance for entrepreneurs from the very beginning of their activity.

To use 'Web Census', simply click on the census icon on the Tax Agency's electronic headquarters and access the new tool using the usual identification systems: Key, electronic certificate or DNI-e.

Guided navigation using simple questions

From that point on, using simple questions and guided navigation, 'Web Census' allows you to enter the necessary information for initial registration in one or more activities.

'Web Census' incorporates a search engine that allows you to select the activity along with its code. In addition, it provides explanatory notices in certain cases to facilitate correct selection. For example, alerting people to the need to register for more than one activity.

In most cases, once the activity code, the identifying information for the location where the business operations are carried out, and the start date of the activity have been entered, registration can be completed with a simple click on the "accept" button.

With the same agility, 'Censos Web' facilitates activity cancellations and changes to personal information such as address.

Information tailored to each user

To facilitate reading, 'Web Census' has a section format that displays only the fields that are relevant to each specific user, and most boxes appear pre-filled.

Likewise, the entrepreneur does not need to specify the applicable Personal Income Tax and VAT regimes to which they will be subject based on the characteristics of their activity; rather, the application automatically fills in the information based on the questions it asks the user.

It also provides for registration in Special Taxes and certain mandatory registries. This avoids inconsistencies that could lead to subsequent administrative actions for correction.

Comprehensive assistance

'Censos Web' follows the Agency's philosophy of facilitating interaction between the various taxpayer assistance systems and tools, enabling taxpayers to access the assistance available that best suits their specific needs. It is the model of integrated and comprehensive assistance.

The 'Web Census' sections include boxes with question marks. Selecting them allows access to explanatory content on the Electronic Office regarding issues that may raise questions for the user. It also has access to various existing virtual assistants, including a census-specific one that will replace the current automatic census response system.

In addition, 'Web Census' displays the 'Need help?' icon, which directs you to existing digital census assistance services: The census informant, the chat staffed by specialists from the Comprehensive Digital Administration (ADI) to address simple questions immediately, the 'Informa+' service for more complex issues, and the specific telephone appointment service for censuses (open from 9 a.m. to 7 p.m.).

Improved Model 036

In those specific cases where 'Web Census' does not yet have all the necessary elements to facilitate the correct completion of the activity registration, the system itself will redirect to the current simplified census declaration form 036, which has also been significantly improved.

Thus, certain specific cases of agriculture, livestock, and fishing, retail merchants with sales in other countries, or entrepreneurs in the Canary Islands, Ceuta, and Melilla who are not subject to VAT on any of their commercial transactions will, in any case, be able to rely on a simpler census declaration form than before.

The new 036 omits the boxes for individuals that are to be completed exclusively by legal entities, thus making it easier to read and reducing preparation times. It also features the same activity search engine as 'Censos Web' and common technical improvements, which are also found in other declaration forms, such as 'Renta Web': Warning and error systems are provided just before filing so they can be corrected, quick access to options for saving, retrieving, and previewing returns, etc.

A strategy based on providing greater facilities to citizens

The launch of "Web Census" emphasizes a compliance strategy incorporated into the Tax Agency's strategic plans, which is based on providing greater convenience for citizens. Within the framework of this line of work, nearly 7.8 million documents have been modified annually in recent years, allowing for simpler and more concise written communication by simplifying and clarifying the language the Agency uses to communicate with taxpayers.
