General information regarding online filing
Considering that the necessary technical security conditions are currently in place and that the basic legal framework for the use of the Internet and electronic signature exists, telematic transmission via the Internet has been developed, thus opening up the range of possibilities for compliance with tax obligations arising from foreign trade operations and excise taxes, as a continuation of the path undertaken by the AEAT to facilitate and expedite the obligations of taxpayers.
Manual submission of Tax Returns
By selecting ONLINE SUBMISSION WITH FILE IMPORT EDIFACT from any of the declarations that can be submitted in EDIFACT format, a menu opens with four options, the first two of which enable, respectively, the submission of a single declaration, or the execution of a repetitive process of sending several EDIFACT declarations generated by the user's EDI station. The third option allows the user to consult all submissions s/he has made, and the fourth allows the user to consult error codes returned by the system.
The procedure for submitting tax returns is as follows:
- Select ONLINE SUBMISSION WITH FILE IMPORT EDIFACT
- Select between INDIVIDUAL SUBMISSION and BATCH SUBMISSION.
- Select the file or directory that contains the declaration(s) to be filed.
- Select a valid user certificate granted by one of the Certification Authorities in accordance with Order HAC/1181/2003, previously installed in the browser to generate the signature. File the declaration(s) with digital signature with the State Tax Administration Agency.
Integration with Tax Return elaboration programs.
The declaration submission option described in the previous point involves manual intervention by a user, so that the transmission via the Internet of a declaration for Customs and II.EE. involves two independent steps:
- Step 1: preparation of the declaration in the user's own application, finally generating a file EDIFACT .
- Step 2: manual connection via the Internet to the AEAT website, selection of the corresponding option, signing of the declaration and sending it.
The SPANISH TAX AGENCY has set up a Web Service for filing customs declarations online. The interface for using the Service from a declaration preparation application is described in the document WEB Service Customs Declarations and II.EE.
ADEDINET: Component for WIN32 platforms
Although the interface information and example mentioned in the previous point should serve to integrate the applications in use with the new Service, the AEAT has developed a COM type component (Component Object Model) that can be used on WIN32 platforms. The component can be downloaded automatically by running the browser configuration program for procedures in the Electronic Office (Internet Explorer).
In addition to the component, this program installs the libraries and root certificates necessary for correct use of the Web Service and the ELECTRONIC OFFICE

If you want to check the correct installation of the ADEDINET component within your local environment (Personal Computer), at the address: https://www2.agenciatributaria.gob.es/ADUA/internet/adediok.htm you can run a simple application for preparing declarations, which sends a test edifact file. Those companies that wish to do so can use it as a module that, invoked from their Declaration preparation application, automatically sends it to the AEAT computer.
