2.3. Access methods

How to access the Service for processing form 036 (WEB Census) for individuals (Initial Registration, Deregistration or Modification of address) through electronic identification in your own name or through third parties

Access to the Form 036 processing service through Censos WEB can be done using the following electronic identification systems:

  • Cl@ve

  • Recognized electronic certificate

  • DNIe (with reader enabled)

If you have questions about how to obtain an electronic certificate or how to register in the system Key, you can consult the information available in the related content.

Access in own name

When the declarant accesses with his own electronic certificate or through the system Key, you may carry out the procedure in your own name.

Access by representation (attorney-in-fact)

If the declarant does not have an electronic certificate or is not registered in Key, the presentation may be made by another authorized person through a valid power of attorney. The attorney must be authorized to view the census data of the person represented and submit census model declarations on his or her behalf.

If the person attempting to access does not have the corresponding power of attorney, the system will display the following message:

In cases of voluntary representation, it is recommended that the power be duly registered in the Registry of Powers of Attorney of the AEAT. Please note that indicating a representative on Form 036 does not automatically imply registration in that registry. To register a power of attorney that allows you to carry out procedures online before the AEAT, access the following link: Power of Attorney Registry.
