II.3.2.5 TIR Carnet, ATA Carnet or Form 302

Article 127 of the AD Article 207 of the AE
Article 12 of Appendix II of the Convention

Where the goods transported under a TIR Carnet, an ATA Carnet or a Form 302 are all Union goods, the declarant must enter the code "T2L" or "T2LF" clearly in the box reserved for the description of the goods, together with his handwritten signature, on all the entries in the Carnet and present the Carnet to the customs office of departure for endorsement.
If the TIR Carnet, ATA Carnet or Form 302 cover both Union and non-Union goods, both categories must be indicated separately, and the code "T2L" or "T2LF" must be entered so that it clearly and exclusively refers to Union goods.

CUSTOMS
When a TIR Carnet, an ATA Carnet or a Form 302 is presented to the customs office of departure for endorsement, to serve as a document proving the customs status of Union goods, it shall be necessary to ensure that the Union goods have been consigned separately from other goods and that the code "T2L" or "T2LF" has been entered so that it refers only to Union goods.

The "T2L" or "T2LF" code must be authenticated by the stamp of the customs office of departure accompanied by the signature of the competent official.
