V.6.4.2. Issuance of an alternative test

Article 51 of Appendix I to the Convention
Article 312 of the AE

The holder of the transit procedure may request alternative proof from the customs authorities that the transit procedure has been successfully completed and that no irregularities have been detected. Such proof may be submitted upon presentation of the transit declaration and the goods at the customs office of destination.

The holder of the transit procedure may request alternative proof from the customs authorities, in the form of a photocopy of the second copy of the DAT, that the transit procedure has been successfully completed and that no irregularities have been detected. This proof can be submitted at the time of presentation of the goods and the DAT at the destination customs office.

Note: Detailed information on the acceptance of alternative evidence by the customs office of departure is provided in section VII.3.3.1.

ECONOMIC OPERATORS

In order to obtain alternative evidence, as provided for in Article 45, paragraph 4, of Appendix I to the Convention and Article 308 of the AE, where applicable, a photocopy of the second copy of the DAT and the list of items may be presented to the customs office of destination for endorsement.

The photocopy must:

  • bear the mention "Copy";
  • bear the stamp of the customs office of destination, the signature of the competent official, the date and the following statement: «Alternative Test – 99202»;
  • include a reference number and the transit declaration details.
    Annex IV.8.3 contains the reference "Alternative Test" in all official languages.

CUSTOMS

The destination customs office must certify the DAT and the list of items (if applicable), which will include a reference number. This certification may be carried out using a computer system, although it must be clear to the customs office of departure that it is an original.

The destination customs office will only endorse the alternative test if no irregularities have been detected. The document must bear the seal, the signature of the competent official and the date.

The person presenting the alternative proof, along with the goods and the DAT, will be considered the representative of the holder of the regime. The destination customs office will deliver the endorsed copy of the DAT to this person.
