VIII.3.3.6. Communication of the start of the collection procedure
Once the collection authority has been determined by the exchange of the "Request for Collection" (IE150) and "Notification of Collection Acceptance" (IE151) messages, the authority of the country of departure must send the "Notification of Collection" (IE063) message to all Customs offices that have received an IE001, IE003, IE050 or IE115 message in respect of that movement, to inform them that they are no longer to expect any movements with that MRN. This communication will inform the affected customs offices that the movement will not arrive and is "in the ongoing collection procedure" and that the use of the messages "Notice of Arrival" (IE006), "Result of control at destination" (IE018), "Request for collection" (IE150) and "Notification of acceptance of collection" (IE151) has been blocked. Information messages IE144 and IE145 (see section VIII.3.3.1) may continue to be exchanged until collection has been completed.
A notification must be sent:
- to the scheme holder, by means of the message "Collection Notification" (IE035) or an equivalent notification;
and - to the guarantor, by means of the message “Guarantor Notification” (IE023) or an equivalent notification (for further information see section VIII.2.4.5.3).
The "Collection Notification" (IE035) message to the procedure holder specifies the number and date of acceptance of the transit declaration, the name of the customs office of departure, the name of the procedure holder, and the amount and currency of the amounts claimed.
On the other hand, the competent authority of the country of departure, as a result of its findings or in response to incoming messages "Response to Investigation Request" (IE143) with code 4 or to the message "Request for Recovery" (IE150) or sufficient information, must transfer the competence to another Member State or another Contracting Party, or assume it itself.
At the end of the procedure (when all duties and charges have been collected), the collection authority (if it is not the country of origin) must inform the competent authority of the country of origin of the debt collection by sending the "Notification of Collection Enforcement" message (IE152). The competent authority of the country of departure will then transmit or send the IE152 message to all customs offices involved in the movement (except the one that originally sent it).
