Until his appointment as Director of the Legal Service by Resolution of June 12, 2015, of the Presidency of the State Tax Administration Agency, he has held the following positions:

    • Legal Service of the European Commission (MIME Team - Internal Market, Environment and Energy) acting as Agent of the Commission before the Court of Justice of the EU and EFTA.

    • Deputy Chief State Attorney at the State Bar in the Ministry of Justice-Cabinet of the State Attorney General.

    • Deputy Chief State Attorney at the Regional Legal Service of the AEAT in Madrid. Chief State Attorney at the State Attorney's Office in Cantabria (Secretary of TEAR).

    • Deputy Chief State Attorney at the State Attorney's Office in Santa Cruz de Tenerife (Alternate Secretary of the TEAR and speaker).

He has belonged to the Board of Directors of the Port Authority of Santander as well as the State Company SEITT.

He has taught in various practices at different Law Schools as well as in Masters of Legal Practice, training programs for INAP officials and the Center for Legal Studies of the Administration of Justice.

He has participated as author and/or coordinator of various publications on Health Responsibility, Regulated Markets, Maritime Land and Port Public Domain, Immigration Law, Competition Law as well as articles in legal annals and journals.

Functions of the Service

The Legal Service of the Agency is responsible for legal advice, representation and defense in court.
