4.2.8. Law on Transparency

On 10 December 2013, Act 19/2013 of 9 December on transparency, access to public information and good governance was published, entering into force a year later. Following the provisions of the Act, the Tax Agency created the Unit for managing the right to access public information (known as UDAI), which, up to 31 December 2016, processed 197 requests for information, of which it solved 190: it granted 88 (30 of them partially); it refused 60; and it declared 38 unacceptable; 2 requests were withdrawn and 2 other were archived.

From the analysis of these requests, it is deducted that there are not any questions that are repeated periodically. Among the relevant topics are those related to human resources, contracts, auctions, tenders, the fight against fraud, and tax statistics.
