4,1,7. Law on Transparency

On 10 December 2013, Act 19/2013 of 9 December on transparency, access to public information and good governance was published, entering into force a year later. The Tax Agency, in accordance with the provisions of the Law, created the Management Unit for the Right of Access to Public Information (UDAI), which, until December 31, 2018, resolved 391 requests for information, of which it forwarded 24 to other agencies and processed 367, of which it granted 177 (67 of them partially); denied 107; rejected 78; 2 requests were withdrawn by the requester, and 3 more were archived.

Of the 391 applications resolved, 51 of them were the subject of a claim before the Transparency and Good Government Council (CTBG), resulting in 13 being upheld, 7 being partially upheld, 20 being rejected, 4 being inadmissible due to being untimely, 4 being suspended within the period for issuing a resolution and, finally, as of December 31, 2018, there were 3 challenged resolutions on which the CTBG had not yet ruled.

From the analysis of these requests it is observed that there are no questions that are repeated periodically. The most relevant topics include human resources, contracts, auctions, tenders, the fight against fraud and tax statistics.
