4.1.3. Assistance to people with disabilities and the elderly
In order to ensure that the information and assistance provided by the Tax Agency reaches all taxpayers, it has been considered necessary to focus on providing assistance to certain groups that may have more difficulties in accessing it. Thus, on December 19, 2022, the Tax Agency signed a protocol with the Platform for Seniors and Pensioners that aims to establish the basic guidelines to facilitate assistance to the elderly, promoting actions that ensure them complete and up-to-date information regarding their rights, as well as the provision of the necessary support and advice in compliance with their tax obligations.
Since 2004, the Tax Agency has also signed a collaboration agreement with the Spanish Committee of Representatives of People with Disabilities (CERMI) and the ONCE Foundation. Under this agreement, the Tax Agency approves an Annual Assistance Plan for People with Disabilities in agreement with these bodies. The plan includes information and assistance activities, the accessibility of the Tax Agency's website and offices, educational activities geared towards raising the awareness of Tax Agency staff with respect to the needs of this group, etc. During 2022, practically all the forecasts included in the Annual Plan have been met.
Furthermore, in 2022, the demand for statistical information from the Associations that signed the Agreement has continued to be met, with the statistical publication referring to the Personal Income Tax data for 2020 for the group of people with disabilities . The Tax Agency's commitment in relation to this group is to maintain this publication in future periods, increasing the series of statistical publications based on taxes that are accessible on the Tax Agency's website.
In Table No. 22. Accessibility to the Tax Agency buildings (Annex) shows the situation during the year 2022.
Only the properties listed in Annexes I (Special Delegations and Delegations of the Tax Agency) and Annex II (Tax Agency Administrations) of the Resolution of January 13, 2021, of the Presidency of the Tax Agency, which establishes the structure and territorial organization of the Tax Agency (BOE of January 14) have been counted.
Accessibility reaches 99.22% of buildings (99.98% at the main entrance, plus 8.24% at the alternative entrance). Buildings with adapted toilets represent 80.39% of the total. As for elevators, it should be noted that there are 46 buildings whose activities take place on a single floor, and therefore it is not necessary to have an elevator.
