Issuance of electronic T2L

There are two options for submitting the T2L document electronically (e-T2L):

  • XML format (electronic declaration)
  • T2L form for shipment and indirect T2L registration form (shipped to non-Spanish customs and to be received in Spain)

The aim of developing electronic T2L is to facilitate the exchange of Community goods between Member States of the European Union, both for operators and for customs. Both presentation systems (XML, form) are implemented simultaneously.

Once the T2L document has been submitted electronically, customs will assign it a registration number (MRN). In order to establish the necessary prior control in the issuance of the T2L document, random filters are established that will assign the T2L document the corresponding circuit, green, orange or red.

The T2L document will be issued electronically by a customs office located in Spanish territory (except the Canary Islands). In the event that the T2L document is issued by a non-Spanish customs office located in another European Union state, it will be registered in the electronic system by means of an indirect registration message, either through an electronic declaration or via an indirect registration form.
