The import system described in this guide includes the technical specifications for external communication of the electronic IMPORT system in Spain (with references to the European centralized import clearance system).

This system has been created according to the common data requirements established by COMMISSION DELEGATED REGULATION (EU) 2021/234 for the exchange of information between operators and the customs authority.

Specifically, this document includes details of the services available in relation to the following customs declarations (Annex B columns):　

• H1- Declaration of release for free circulation and special regime - special destination - declaration of end-use 　
• H3 Special regime — special destination — temporary import declaration
• H4 Special regime — improvement — declaration of active improvement
• H5 Declaration of introduction of goods in the framework of trade with special tax territories
• I1 Simplified import declaration
• I2 Presentation of goods within the framework of customs declarations submitted prior to the presentation of the goods at the time of their importation

This first version includes the message for registering the import declaration adapted to the Customs Code of the Union (CAU) and the trans-European centralised import system (CCI).

The rules and conditions set by the CCI system and the Spanish rules and conditions are published in a separate document. In the "Table with information on the data to be sent in a complete import message", the "Rules" column details those that will be used in this statement.
