Restrictions on imports of steel products from Belarus and Russia

Imports from Belarus and Russia subject to the safeguard measure will no longer be able to enter the Union and the Commission has therefore decided to adjust the operation of the safeguard measure in order to ensure, on the one hand, that these import bans do not lead to a shortage of supply on the Union market in the categories affected and, on the other hand, that Union steel users can continue to source these volumes from other sources.
 
In each product category where Belarus and Russia had country-specific tariff rate quotas, the Commission has proportionally redistributed those volumes among other exporting countries subject to the safeguard measure, based on their share of total imports in 2021. Furthermore, for each product category affected, the Commission has set an import share for countries with a country-specific tariff rate quota and an import share for countries included in the residual quota, respectively.
  
This means that the Commission has updated measure 122 (Non-preferential tariff quota) and will shortly update measure 696 (Additional duties (safeguard)). 
BELARUS:

Pursuant to Article 1q of Regulation (EC) No 765/2006 (as amended by Regulation 2022/355), imports of steel products (Chapters 72 and 73) originating in Belarus are prohibited from 3 March 2022.

Imports of steel products not covered by contracts concluded before March 2, 2022

Imports are not authorized from 03.03.2022 and, therefore, quotas affected by these restrictions cannot be requested.

Imports of steel products covered by contracts entered into before March 2022

In accordance with Commission Implementing Regulation (EU) 2022/434, applications can still be submitted up to and including 31 March 2022 in the country-specific quotas for categories 12, 16, 21, 24 and 28.

From April 1, 2022 to June 4, 2022 (exception for the end of "contracts"), applications can be made in all residual quotas.

In both cases, additional duties will only apply if the quotas are exhausted.

After June 4, 2022, no imports were authorized.

RUSSIA:

Pursuant to Article 3g of Regulation (EC) No 833/2014 (as amended by Regulation (EC) No 2022/428), imports of steel products (see Annex XVII) originating in Russia are prohibited from 16 March 2022.

The prohibitions in paragraph 1 shall not apply to the execution until June 17, 2022, of contracts concluded before March 16, 2022 , or to ancillary contracts necessary for the execution of such contracts.

Imports of steel products not covered by contracts concluded before March 16, 2022

Imports are not permitted from 16.03.2022 and, consequently, these quotas cannot be requested.

Imports of steel products covered by contracts concluded before March 2022

In accordance with Commission Implementing Regulation (EU) 2022/434, applications can still be made until 31 March 2022 included in the country-specific quotas for the categories 1, 3A, 3B, 7, 12, 13, 16, 19, 21, 25B, 26, 27 and 28.

From April 1, 2022 to June 17, 2022 (exception for the end of "contracts"), applications can be made in all residual quotas.

In both cases, additional duties will only apply if the quotas are exhausted.

After June 17, 2022, no imports will be authorized.
