ROHS/RAEE control request for operators authorized to register in the declarant's records
In accordance with NIGA 04/23 of 15 February on the operation of the single entry point of the Customs Single Window (PUE-VUA) for the request for ROHS/RAEE control for the import of electrical and electronic equipment, batteries and accumulators from third countries, two systems have been put into operation for the telematic management of requests by operators. One of them, through a new telematic management model within the new pillar of the Single Customs Window, called Single Point of Entry (hereinafter, PUE).
For operators authorised to register in the declarant's records, the new system enabled allows the ROHS/RAEE control request to be made before registration is made. In these cases, as there is no normal customs declaration (DUA), this is replaced by a new information package called “SOIVRE Z Document”, which has no value as a customs declaration and will only serve to carry out the SOIVRE control.
Operators who make their declarations through the procedure of registration in the declarant's registers must have the certificates before each registration, since with said registration the release occurs, which is conditioned on the existence of the certificates.
In order to ensure compliance with this obligation, the necessary computer adaptations are being made to avoid the acceptance of summary declarations (DUAS Z) used as a request for the ROHS/RAE certificate. These adaptations will be carried out during the months of March and April so that, as of May 9, 2023, applications for ROHS/RAE certificates that are made using the MRN-item of the DUA Z summary that incorporate the data will be rejected. necessary to request the certificate.
