DIVA - New electronic sealing system for residents in the autonomous city of Ceuta

As of October 14, 2024 , the new electronic sealing system is established for residents of the autonomous city of Ceuta who make purchases in the Peninsula or the Balearic Islands and from that moment on, manual sealing (rubber stamp) upon entry into this territory is eliminated.

The procedure can be summarized in three steps:


1. As they have been doing until now, upon arrival in the Autonomous City, Ceuta residents must go to the tax office, which, after verifying their identity and the goods documented in the Electronic Refund Document (DER) or invoice DIVA , will proceed to electronically fill out the date of entry of the goods into the City, thus obtaining an electronic “pre-seal” prior to the definitive electronic validation of the DER. The DER will move to the new 20- Pre-sealed status.


2. The Ceuta tax services , through electronic procedures and after receiving the corresponding data from the DER, will proceed to liquidate the IPSI corresponding to the purchases made and will send the traveler the tax payment letter so that he can proceed with its payment.

Therefore, the traveler does not have to carry out any procedure before the Ceuta Customs since the tax services of these Autonomous Cities will send by electronic means the data of those DERs that are "pre-visa" electronically and, in turn, the liquidation of the IPSI has been carried out.


3. After receiving this information from the tax services of the Autonomous City, the final electronic sealing of the DER will be automatically carried out, passing to status 30-Sealing in compliance.

We remind you that for entities interested in receiving status 20 , it will be done in the visa communication inbox service. There will be a new status I, the tray key will be I and you will be able to receive two messages from the same document ("pre-stamped" and "stamped or rejected").
